In the PWD text first char (_) is not used. Rest of the text is BASE64 encoded. After decoding it using BASE64 algorithm, you will get hex bytes. On decrypting these hex bytes using Triple DES algorithm, you will get final password. In simple words, WS_FTP first encrypts the FTP password using Triple DES algorithm and then encode it using BASE64. Final text is stored in ws_ftp.ini file as shown above.
